DNA might provide a useful analogy. If a person is sick with certain illnesses, you know there is something wrong with some of his DNA. But you can’t “reboot life.” You can’t change the whole DNA coding of an existing person. But if we can figure out how to influence particular gene, that might cure the whole system. The same might be implemented in the political arena: if we can understand the logic of political action of an extremely dangerous government, we might be able to identify critical points of logic (or illogic) it relies upon, and attack and replace them with better ideas. Intellectual gene therapy that makes the entire old intellectual superstructure untenable, and paves the way for the “cure” of better ideas.
If so, this is important because it would enable us to fight purely in the world of ideas, without any death of human beings in the present, and preventing millions of deaths in future.
